Why is the water not working upstairs?
Is there an air-lock in your plumbing? If the upstairs taps don’t work but the downstairs taps still work, or if the water pressure from a particular tap gradually declined until the water flow reached a trickle, then you might have an air lock in your pipes.
Is there hot and cold water in the upstairs bathroom?
Hi, I drained the house of water, then drained hot water tank and fitted a new immersion heater in the tank bottom. After turning all the taps back on, I have hot and cold downstairs and in the power shower upstairs. However, no cold water in the bathroom upstairs.. No toilet sink or bath. Everywhere else is fine.

There may be an isolator which is closed that feeds the tank in the loft. Go up and have a look. If the tank is full of water then check that no isolators are closed on the pipes from the tank. Maybe some polythene has fallen in and covered the pipework outlet. The toilets wouldn’t be off the cold water tank. Straight off the mains.

The electric shower is probably off the cold mains water, which is a separate cold water supply to those appliances fed by the tank. If you haven’t touched any valves on the tank, what has probably happened is that when you turned the cold off that feeds the tank you have drained all the water out of it and air has gone down the supply pipes.

How does a water heater shut off cold water?
A cold water inlet valve (often identified by a blue handle) feeds cold water from the main supply into the water heater. This is the valve to shut off if you need to repair or replace the water heater.
What to do when your home has no cold water?
When you have turned the cold back on its trapped the air down the pipe and made an air lock somewhere. Try blowing down the cold tap on the bath or basin as though your blowing a trumpet, make sure the ball valve in the cistern is held closed and the basin cold tap is shut off. That may clear the air.
