Why is one cold radiator when others on?

It is still possible that soldering debris or other foreign matter from the system install has moved & caused a blockage in a fitting or squashed pipe for instance, or indeed a valve. If you have small bore pipe then this could also be an issue, however with a professionally fitted system then none of these things should apply.
