Why is my Riello RDB oil boiler not firing?

Boiler dead could be several things, OH stat tripped, bearings gone on pump and/or burner motor so jammed. Water in oil line causing failure of pump. Control box failure. Its a Reillo RDB burner so parts readily available but cannot diagnose from pictures. Is it possible that constantly running oil has just been putting grit into the burner?

Tried to fire it a few times, heard the electrodes buzzing and solenoid open, but no flame. Bled it more, still nothing. Opened up the boiler and dried up all the unburned oil. Double checked electrode setting.

Most often it is the photocell. To test, pull the photocell leads out of the control box and if the burner fires correctly, you have your answer. If it doesnt make any difference it is probably the motor. Check that the motor white wire gives about 50v to the control box. If not, replace the motor.

There is oil entering the fuel pump but when the pump turns no oil exits. After bleeding the pump, still no oil exits. So I removed the pump, checked the flexible coupling which is fine, so am certain that the pump is rotating. With the cover plate removed and manually turning the pump, the residual oil seems to move around.
