Why does it sound like my shower is running?
You are hearing the pressurization and depressurization of the the water system. your system will cycle through high water pressure to low water pressure. If the hot water valve in the shower is worn, full pressure causes a hissing as water moves from the hot water supply through the valve to the tub/shower pipe.

When I shut the house walve ( this is inside the house where the water line enters the house which is in the wall behind a panel)the pitch of the sound changes slightly but it does not go away.

No water meters. Water noise is behind shower on interior wall adjacent to next condo unit. That owner not in residence, but no apparent water damage. Turn off main and noise is silent. Turn off water heater only and still have noise. Noise is on inner wall of a triplex.
