What makes a well not build full pressure?
That part about it not building pressure, but if you shut it off, it will build another 5 psi or so then quit again until you do it more times then it builds full pressure; kind of makes me think the well is drawing down. Then recovering slowly enough to give a little more water to build another couple of pounds.
