Cl also has 3 isolated pairs and Xe has 3 isolated pairs. Since Xe has 2 binding regions and 3 single pair regions, C1 is compatible with Xe. Therefore, synchronization compensates for the difference in electrical negativity so that XeCl2 is not generally polar.
