Is foot valve necessary?
Foot valves are beneficial because they prevent damage to water pumps that can occur due to dry runs, as well as stopping wastage of energy. These valves are a necessary part of all water pumping systems. If there wasn’t a foot valve in place, the water would flow downward through the pipe, back to its original source.

Check the solenoid valve for any leaks. The cylinder itself could have a an internal leak, would have to check the seals. The manifold has a check valve that could have failed. Debris could have also entered the system either when the solenoid was installed or prior. You would then have to clean and flush the system.
