If no water comes out the opening with all of the fill valve parts removed, then there is a clog in the line to the fill valve. If you don’t get water out of the supply tube, then you have to shut off the water to the house and remove the valve from the wall, because your blockage is in the inlet to the valve.

What to do if there is no water in the toilet bowl?
Try plunging the toilet or clearing the main vent by spraying water into the vent opening if there seems to be enough water flowing from the tank to the bowl. If there’s no water flowing from the supply into the tank, the shutoff valve under the toilet is probably off. Turn the valve counterclockwise to open it.
