With not enough solar heat, water inside the storage tank won’t get hot, especially if there is no backup heater, like electric heating elements. Another reason why your solar-powered water heater may not produce hot water is that the thermostat (in the heating element) may be faulty or set too low.
Is it possible to heat your home with solar heating?
However, it is possible to design a simple active solar heating system that doesn’t bother with a thermal mass. While this would only provide heating in daylight hours, in many parts of the country, that would be a help. Most homes today have forced-air heating and cooling systems.

As an aside, The Energy (Solar Water Heating) Regulations, 2012 require that a person shall not undertake any solar water heating system installation work unless the person is licensed by the Energy Regulatory Commission as a solar water heating system technician or a contractor. Default is a punishable offence.
Is it safe to use a solar water heater?
